ChatGPT phone verification: which numbers OpenAI accepts

When OpenAI asks for a phone number, which types it rejects, and why ChatGPT, Codex and your first API key follow different verification rules.

Before you pay for a number to use with ChatGPT, check what is asking for it. Ordinary ChatGPT use, Codex in the desktop app and creating your first API key are different situations. A guide that treats all three as the same signup can send you shopping for something you do not need.

The current OpenAI verification guide says phone verification is not generally required to create an account or use ChatGPT. Codex in the ChatGPT desktop app may request it. Your first API key requires it. This article checks the official rules as accessed on October 4, 2026, including number types, country coverage and the limits that sellers cannot override.

When is a phone number required for OpenAI?

First identify the task on your screen:

What you are doing What OpenAI says about phone verification
Creating an account or using ChatGPT Not generally required
Accessing Codex in the ChatGPT desktop app May be requested
Generating your first API key on platform.openai.com Required
Generating later API keys Not required again for subsequent key generation

An API key is a credential that lets software use the OpenAI API. It is a different task from opening ChatGPT and typing a question. The table comes from the official verification guide; it does not promise that every account will see an identical screen.

There is also a phone-only signup option. OpenAI's phone-only signup page includes the United States among its rollout countries. Choosing a phone as your account identifier is different from a general requirement to provide one. Before choosing that route, consider how you will receive future password-reset messages.

Which numbers does OpenAI accept or reject?

OpenAI supports mobile phone numbers for SMS verification, with WhatsApp available in selected regions. Its number-type policy states:

"We do not support use of landlines, VoIP, Google Voice, or premium numbers at this time."

VoIP means Voice over Internet Protocol: an internet calling service. For a fuller explanation of line types, read What Is a Non-VoIP Number?.

OpenAI supports mobile numbers for SMS verification, rejects VoIP, Google Voice, landline and premium numbers, and does not guarantee acceptance of temporary or virtual numbers Supported number types and rejected categories from OpenAI's number-type policy. The temporary-number assessment also considers its API verification limit. Accessed October 4, 2026.

The accepted category is a supported type, not a guarantee that a particular number will pass every check. A seller's description of a number as virtual or temporary does not establish that it belongs to that category. Neither does the ability to receive ordinary texts prove that OpenAI will accept it.

Our practical recommendation: use a mobile line you control for an OpenAI account you intend to keep. Do not buy a Google Voice or other VoIP number expecting its SMS inbox to change the published rule.

Can you use a temporary phone number for OpenAI?

The official pages reviewed here do not approve temporary-number vendors or promise that their numbers work. The rules describe supported phone types and account limits. A listing for ChatGPT on a seller's site is not an OpenAI endorsement.

Three separate questions matter before spending money:

  1. Is phone verification needed for this task? Check the actual flow you are using.
  2. Is the number eligible? A temporary reservation does not establish its type or its previous use.
  3. Will you need it later? Receiving today's message is different from retaining control of an account's phone number.

Ativa SMS shows the reservation deadline and, when reported, the delivery rate before purchase. Those details help you assess an SMS purchase, but they do not guarantee OpenAI acceptance. We do not promise a carrier or non-VoIP classification.

There is a specific reason to avoid temporary numbers for phone-only ChatGPT accounts. OpenAI says password resets for those accounts use SMS and require a device previously used to log in. Linking an email is supported, but that is no reason to start with a number you will lose. See its phone-only signup guidance.

How many times can the same number be verified?

OpenAI's API verification limit is up to three uses of one number for phone verification associated with an account's first API key. This is a ceiling, not an instruction to create more accounts or a promise of remaining capacity.

Its phone-only signup page describes a different eligibility rule: previous phone verification can prevent a number from being used for a new phone-only signup. The three-use API limit should not be read as three guaranteed phone-only registrations.

That page also acknowledges that recycled or reused numbers can produce a too-many-signups error. This matters if you have just obtained a number: being new to you does not mean it is new to OpenAI. We cannot establish a purchased number's OpenAI history from its availability in a catalog. See the official reuse scenarios.

Comparison of the limit of three initial API-key phone verifications and the separate eligibility restrictions for new phone-only signups; recycled numbers can have previous use The first-API-key ceiling and new phone-only signup eligibility are separate rules. Contact OpenAI Support about an unexpected restriction; do not look for ways around the limit.

Supported countries: check the right list

OpenAI publishes separate lists for ChatGPT and the API. Both include the United States, Canada, the United Kingdom and India on the access date. Use the list for the product you need and check your actual location before signup or API use.

These are access lists, not a catalog of numbers guaranteed to receive codes. For example, the API page says that a location absent from its list is unsupported. It does not say that buying a number from a listed country makes someone elsewhere eligible.

OpenAI warns that accessing or offering access from an unsupported country can lead to an account being blocked or suspended. A different country code is not permission to use the service from an unsupported location. Read its unsupported-country guidance.

There is a third, shorter list for WhatsApp verification. The official page names Egypt, India, Indonesia, Israel, Malaysia, Nigeria, Pakistan, Saudi Arabia, Turkey, Ukraine, the United Arab Emirates and Vietnam. The United States is not on that list. Follow the delivery option actually offered on your screen.

SMS, WhatsApp and account recovery are different

An SMS arrives in a phone number's text-message inbox. A WhatsApp verification message arrives in WhatsApp. OpenAI offers those delivery channels where supported; it does not send this phone-verification code by email or voice call. An email or authenticator app does not replace a required Codex phone-verification step. See the verification guide.

Ativa SMS receives SMS only. It cannot retrieve an OpenAI code delivered inside WhatsApp, through a call or by email. Check the chosen channel before you reserve any number.

Long-term control matters too. OpenAI's phone-change policy says it does not offer changing or updating the associated phone number for ChatGPT or the API. Our recommendation follows from that restriction: do not assume you can replace a temporary number later.

SMS codes go to a text inbox, WhatsApp codes go inside WhatsApp where offered, and neither email nor calls deliver OpenAI phone-verification codes Delivery channel matters: an SMS inbox cannot receive a code sent inside WhatsApp. Based on the OpenAI verification guide, accessed October 4, 2026.

What to do if verification fails

Read the error before spending money on another number. A rejected type, previous number use and an unsupported location call for different responses. Save the exact wording and note whether you were using ChatGPT, Codex or the API platform.

For an error you cannot resolve, contact OpenAI Support through the chat bubble at help.openai.com. Its support guide asks for a description, steps to reproduce and timestamps with a time zone. Explain what you tried and provide a screenshot if useful. Do not include your password, API key or verification code.

When not to use a temporary number

Do not use one for an account you need to recover, your bank or payment apps, your main email, or your everyday WhatsApp. For OpenAI, avoid it for phone-only signup or any account where losing access to the number would create a problem. Use a mobile number you can retain.

A temporary number expires and is released; you cannot get it back for recovery. Our terms also prohibit fraud and using the service to evade another service's terms. This article explains the rules rather than offering a way around them.

Where Ativa SMS fits

For permitted SMS verification on services that accept the number, Ativa SMS reserves it for you while active, for up to 20 minutes depending on the option. The deadline appears before purchase. If no SMS arrives before expiry, the amount returns to your balance automatically. That refund is for missing delivery, not a later account block after a code arrives.

Check current options and prices, or create an account for a suitable SMS task. For an OpenAI account you plan to keep, our recommendation remains a mobile line under your ongoing control.
